Subsistence Questions and Answers From Fran Ulmer:

Subsistence is an issue that has been a source of divisiveness between urban and rural Alaska, which must be resolved. The failure of the legislature to address the issue has created a dual management sysytem between the state and the federal government. Alaska needs a single unified management structure in order to sustain the fish and wildlife resources of Alaska. I will work to resolve subsistence in order to unify Alaskans.

Do you support a state Constitutional Amendment for a rural preference on subsistence?

Yes, I think the legislature should propose a subsistence amendment and allow the citizens of Alaska to vote on the amendment. I believe it is the only way to achieve a unified management structure to insure the sustainability of fish and wildlife in Alaska. Today the management is divided between the state and the federal governments, which creates confusion for many Alaskans and duplication of services.

Should the people of Alaska be allowed to vote on the subsistence issue?

Yes

What do you intend to do to resolve the subsistence issue?

I will introduce legislation to amend the Alaska Constitution to allow for a rural subsistence priority and use the full power of the Office of the Governor to press the Legislature to allow Alaskans to vote to resolve this important issue.

Do you support predator management as part of a program to increase subsistence wildlife resources?

I believe these resource management decisions are most appropriately made by the Board of Game and professional wildlife managers in the Alaska Department of Fish and Game based on good science and public input. If elected, I will appoint qualified professionals to leadership positions in ADF&G and the Board of Game, and not override their professional judgment for political reasons.

Did you support Governor Knowles' decision to not appeal the Katie John case?

Yes. Dropping the law suit against the federal government was the right thing to do, to protect the rural subsistence priority and I urged Governor Knowles to do so.
