Hammond has been an outspoken advocate of protecting the Permanent Fund dividend program and he has offered insight and advice to Ulmer in the development of her plan to solve the state's fiscal gap. "Fran Ulmer believes, as I do, Permanent Fund earnings should be protected by requiring a vote of the people before the legislature can use the earnings that pay dividends to fund state services," Hammond said.
