Governor Requests Bare-bones Supplemental Budget

Juneau - Governor Frank H. Murkowski on Tuesday introduced supplemental funding requests for the FY 2003 state operating budget totaling $63.3 million in general funds. The figure is significantly lower than the earlier estimate from the Legislature,s finance analysts that $140 million would be needed to finish up the current year budget.

"In introducing these two bills, we are asking the Legislature to approve just the absolute necessary added funding for the current year, Murkowski said. "We have received good cooperation from budget managers throughout the various state departments in finding savings, or taking steps to avoid the need for additional funding wherever possible.

"Controlling the growth in state government programs is our first, immediate concern in getting state spending to match up, once again, with our income. Our goal to make government more efficient and increase revenues. These low fat, supplemental requests underscore that mission.

The supplemental package consists of two bills, a "fast track and a "regular funding bill. The "fast track contains $9.3 million in requests, and includes items that must be addressed before the Legislature would normally consider the "regular supplemental in
mid-May.

Highlights of the bills include: $7 million for programs that were short-funded last legislative session; $15 million increase due to caseload growth; $31 million for disasters, which includes $19 million for fire suppression last summer; $11 million in other items, such as increased fuel costs and payments of judgements and claims.
