![]() Establishes Boards for Aviation and Marine Highways January 16, 2003
According to information provided by the governor's office, the overall purpose of the reorganization is to streamline the functions of the department by establishing clear operating lines between the three general areas of DOT&PF; that is, highways, aviation, and marine highway. This will result in better command and control, improving the efficiency and management of the department and its response to the public. By moving all aviation functions of the department, including the Anchorage and Fairbanks International Airports, under one Deputy Commissioner, Murkowski hopes to bring focus to the leadership and management to the department's aviation programs. This change should also allow the department to manage its aviation programs more efficiently. "The Department of Transportation touches the lives of all Alaskans on a daily basis. It is critical that Alaskans have more of an opportunity to provide input into how this department is run. By moving the Alaska Marine Highway System from the Southeast Region to the Commissioner's Office and creating two new advisory boards we hope to bridge that gap," Murkowski said. "Too many people rely on the Marine Highway as their only means of transportation for it to be buried within a regional office of the department. The new organizational structure should allow it to receive more attention from the department's top management." Under his authority to direct
changes in administrative departments through administrative
orders, Murkowski also established two new advisory boards to
participate in the management of the department. One board will
provide recommendations about the operations of the Alaska Marine
Highway System. The other will help with the operations of all
aviation functions within the department, including the Anchorage
and Fairbanks International Airports, as well as all state owned
rural airports.
